Since Major League Baseball and the MLB Players Association didn’t reach an agreement on the implementation of an international draft, it looks like the qualifying-offer system will remain place for at least the 2022-23 offseason. The QO will impact some but not all big names in this winter’s free agent market, as the qualifying offer can only be issued to certain players.
To be eligible for a QO, a player must have spent the entire 2022 season with his current organization, and cannot have received a qualifying offer in any past trips to free agency. (Whether or not a player accepted a past qualifying offer doesn’t matter.) With the latter proviso in mind, here is the full list of active players who have been issued qualifying offers…
